Commission backs lot combination at 2203 E. Bremer Ave. to improve truck access

The commission voted 7-0 on April 3, 2025, to recommend that City Council approve a plat/lot-combination for a parcel described in the agenda as Parcel ZZ, located at 2203 East Bremer Avenue. The change combines a small previously approved parcel with an adjacent larger lot owned by Crowell to permit an extended driveway for easier truck access.
Planning staff explained that the small parcel had been carved from Valier Homes/Tate Nurseries earlier and that the current request merges that approved smaller lot back into a larger Crowell parcel so Crowell can tie the lots together and extend an access drive. Staff said the zoning will remain as-is; the lot combination will not change current zoning, though staff noted there may be a temporary “weird” mix of zoning until any future rezoning is considered.
Commissioners discussed whether rezoning should have accompanied the plat at this stage and confirmed the driveway extension itself does not depend on a zoning change. Commissioners asked whether Iowa Department of Transportation permits would be required for any widening of the Bremer Avenue approach; staff indicated DOT permitting would govern any widening. The commission then moved and seconded a recommendation of approval to City Council; the motion carried by voice vote with all present in favor. The recommendation will proceed to City Council for final action.
