Staff said the county applied for a five-year Material Management Planning (MMP) grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) that provides $60,000 per year for five years plus a per-capita supplement for the first three years, with an estimated total of roughly $393,000 over five years. The county received four consultant proposals and the Materials Management Planning Committee selected Fishback because their proposal covered the full three-year timeline and fit budget and timeline considerations; staff said Fishback’s three-year total was roughly $69,965, with about $23,000 expected in year one.
A county representative told the committee that the EGLE grant is a reimbursement grant and that consultant fees would typically be paid from landfill tipping-fee revenue, not the county’s general fund.
Commissioners asked about budget flexibility and how leftover grant funds might roll into the next year. Staff said EGLE allows some flexibility and that the county proposed rolling $40,000 of leftover funds into year two to avoid losing the money. The committee voted to forward the Fishback contract to the full board with authorization for the chair to sign the agreement.
The committee’s action was to recommend the Board of Commissioners approve the professional services agreement with Fishback and authorize the chairperson to sign; final execution will follow standard county contracting and EGLE reimbursement procedures.
