Commission reviews paperwork, approves invoices and resolutions; public urges clarity on TIF obligations

A representative said the $610,000 final payment was tied to completion benchmarks for a second-floor fit-out; commissioners asked staff to verify the contract language and the certificate of completion used to justify the payment. One commissioner volunteered to be the commission’s designee to inspect future contract completion work when appropriate.
The commission approved Resolution 2025-07 (amended) to reflect a $3,000 split for an abatement analysis (motion approved on roll call). The commission also approved Resolution 2025-08 (title clarified during the meeting) memorializing a previous vote to pay half of a low-bed expense for a cooperating project; the roll call recorded affirmative votes.
On claims and invoices the commission approved payment vouchers, including an accounts-payable voucher noted in packet records. Commissioners approved payment of stormwater and ditch-assessment fees for RDC-owned parcels (estimated to be under $100 total for the spring installment) so assessments would not lapse while staff confirm exact parcel amounts.
During public comment, an unnamed local author warned of possible state and federal budget changes that could reduce local revenue and urged the commission to “slow down on its spending.” Kevin Owens provided an update on the Westdale Project Development Review (PDR) submission and said Commonwealth had provided feedback to increase the project’s scoring; Owens said whether the Westdale project proceeds depends on outside funding decisions.
Several commissioners and attendees urged staff to develop a consolidated, searchable repository of prior RDC resolutions and funding commitments so the commission can track ongoing obligations from earlier years. Staff said scanned records exist and that an internal review and a meeting with financial staff (including Matt Eberly) will be scheduled to reconcile outstanding commitments and duplicate entries noted in preliminary audits.
