County discusses Houston Road milling; commissioners opt for sealed bids and pause in-house work

Highway staff briefed the Delaware County Redevelopment Commission on operational and technical challenges associated with in-house milling and repaving on Houston Road.
Staff said coordinating millings with county paving schedules could leave a milled surface exposed for too long and risk softening. They also said lane-widths, turn lanes and signal-loop work (the wiring that triggers traffic signals) add complexity the county has not typically handled in-house.
Tanya Dunsmore of the Delaware County Auditor’s Office opened milling bids for the commission; the transcript records unit prices from two bidders (examples: milling asphalt, 2-inch at $2.02/yd2 in one bid and $1.74/yd2 in another; disposal inside a five-mile radius and disposal outside that radius at differing unit prices). Staff recommended taking the milling unit prices “under advisement” and pursuing sealed bids for the full project so the county would not be overloaded by in‑house work.
Commissioners agreed to withdraw the item from the current agenda to seek sealed bids for the complete project and to return with bid results for formal action at a future meeting.
