Planning commission recommends approval of Title 21 text amendment to clarify MU‑1 and MU‑3 rules

The City of Grand Junction Planning Commission voted 5–0 April 8 to recommend City Council approve a text amendment to Title 21 of the Grand Junction Zoning and Development Code (city file ZCA‑2025‑187) that revises sign rules, retail size thresholds and permitted uses in the MU‑1 (mixed‑use neighborhood) and MU‑3 (mixed‑use downtown) districts.

Tim Laerbach, principal planner with community development, told the commission the amendment responds to inconsistencies that arose when the city combined the older B‑1 (neighborhood business) and RO (residential office) districts into MU‑1 under the 2023 code. “The combination of the RO and B‑1 districts into MU‑1 created a conflict,” Laerbach said, and staff’s changes seek to “distinguish between locations where residences should be protected from large, tall, or internally illuminated signage and locations where more prominent signage may be appropriate.”
