Public urges Fort Collins to consider cannabis hospitality, on‑site consumption and delivery licensing

Collins Thomas Buckner and Collins Thomas Buckner (delivery operator) advocated for delivery and off‑site storage licensing, arguing delivery is safe, well‑regulated and would retain tax revenue that currently flows to other jurisdictions.
Rachel Ardanoi, a local business and regulatory attorney, said Fort Collins has been a model for regulating cannabis businesses and urged the city to revisit its rules to allow delivery and hospitality operations to support small businesses and diversify local tourism offerings.
Council response Council members said they are aware the city’s rules date from 2013 and noted that an update is within the council work plan for the year. One council member said they had met with local licensees and that the council would consider regulatory changes later this year.
Ending No ordinance or formal policy change was made at the meeting. Speakers asked council to prioritize rule changes that would allow licensed delivery and hospitality sales to operate under strict local regulations.
