The Biloxi City Council approved several routine and procedural measures during the meeting, including an ordinance change to simplify facility rental fee entries, multiple consent resolutions and a docket of claims.
Ordinance amendment: Council adopted an amendment to the municipal facilities ordinance that adjusts how multi-day rental rates are entered so they can be processed in the city’s online system. Staff characterized the change as a data-entry and system-compatibility fix rather than a price increase. The ordinance amendment passed on second reading by a 7–0 vote.
Consent agenda and added items: The council approved a consent agenda that included a variety of routine contracts, reappointments and budget adjustments. During the meeting members added several items to the consent and routine agendas before voting.
Items added to consent and routine agendas (not exhaustive): - Substitution of Item 5B: resolution authorizing reduced facility rentals for Gulf Coast Center for Nonviolence. - Substitution of Item 5C (Exhibit B only): reduced rental fees for Pink Hearts Fund. - Addition of Item 5Q: resolution authorizing award of a pre-event debris removal contract to Crowder Gulf. - Addition of Item 5R: resolution authorizing submission of a funding request to the Mississippi Department of Marine Resources for GOMESA funds for a dual-purpose boardwalk and erosion barrier. - Addition of Item 5S: resolution reappointing Amber E. Guest to the Biloxi Public School District board of trustees. - Addition to the routine agenda: docket of claims in the amount of $132,791.38.
The consent agenda passed on a 5–0 vote; two council members were out of the room during that vote and were recorded as absent. Council also approved a motion earlier in the meeting to amend the agenda to add the above items (vote 7–0).
Proclamations: Mayor read a proclamation designating March as Intellectual and Developmental Disabilities Awareness Month for Mississippi and Biloxi; the proclamation was entered into the record.
Other procedural actions: The council voted to suspend rules on procedural items earlier in the meeting (7–0). The council adjourned following routine business.
Votes at a glance (selected): - Agenda amendments: approved, 7–0. - Ordinance to amend municipal facilities (second reading): approved, 7–0. - Consent agenda (including added items listed above): approved, 5–0 (two members absent). - Motion to table "Bike in the Beach" appeal (see separate article): approved, 4–3.
Details: For several consent resolutions and contract awards the meeting record includes only titles and funding categories; where staff did not provide detailed dollar amounts or contract terms during the public discussion, the council approved the items by motion consistent with standard procurement and consent procedures.
