Council introduces ordinance to license medical cannabis businesses; no final action

An ordinance to add a new Article 5 to Chapter 114 of the City of Jackson Code — to regulate and license medical cannabis businesses locally — was introduced Feb. 25, 2025 and the council took no final action.
Pika Hoover of the Office of Economic Development said the draft ordinance would align city licensing with state-level changes and update the city's fee authority. "Right now, a person in the medical cannabis industry will pay approximately $40," Hoover said; she explained that state fees range from about $2,500 to $5,000 and that other municipalities charge about $2,500 per medical cannabis business. Hoover described the city as currently limited to collecting only nominal privilege-license fees and said the ordinance is meant to bring local rules in line with state statutes.
Council members asked whether fees would increase and how Jackson's proposed schedule compares with other municipalities; Hoover said the proposed change would raise the city's fee nearer to state and peer-city levels. No vote was taken; the council set the item for formal consideration at the next city council meeting, March 11, 2025.
