Dougherty County board calls special election for Ward 2 on June 17

The Dougherty County Board of Registration and Elections voted to call a special election for Ward 2 on June 17, 2025, approving Resolution 25 R 119 by voice vote.
City Attorney Michael Custer told the board the special election is required by the city charter because the vacancy extends more than six months before the start of the next term. “Pursuant to the city charter, a special election is required because there's more than 6 months between when the position became empty and the next time that that position is filled,” Custer said. The attorney also noted Commissioner Jalen Johnson’s residency is no longer in Albany, which the city cited as creating the vacancy.
The board moved and seconded the resolution; a board member announced the motion as “I move that the, resolution 25 r 1 1 9, calling for a special election for Ward 2, be accepted.” The motion passed by voice vote with no recorded roll call.
Election staff provided key scheduling and filing dates tied to the special election. Qualifying for candidates will be held the first week of April: Wednesday, April 2 from 9 a.m. to 5 p.m.; Thursday, April 3 from 9 a.m. to 5 p.m.; and Friday, April 4 from 9 a.m. to 12 p.m., in the elections office on the second floor. The board was told the Secretary of State’s office requires ballot details by April 18.
Board members asked whether qualifying fees could be waived so a candidate would not have to pay twice in one year; the board was told that is not permitted locally and that it is “almost sure that’s a state requirement.”
Future-planning items tied to the June 17 special include an advanced-voting window of May 27 through June 13, two mandatory Saturday early-voting days on May 31 and June 7, and a last day to accept absentee-by-mail applications of June 6. The voter registration deadline for the June 17 election was set at May 19. Election staff also noted the June 17 date will coincide with a State Public Service Commission (PSC) contest.
No dollar amounts or staffing changes were announced. The board did not record a roll-call vote or list the mover and seconder by name in the meeting transcript; the resolution was accepted by voice vote and marked approved.
The board’s action sets the timeline for candidate qualifying and voter outreach ahead of the June 17 special election.
