Dougherty County approves rezoning at 3420 Sylvester Highway to expand transport company parking

The Dougherty County Board of Commissioners on March 17 approved rezoning of a 4.52-acre parcel at 3420 Sylvester Highway from C-8 (Commercial Recreation) to C-3 (Commercial Business) to allow the expansion of parking and truck/equipment storage for a transport equipment company.
Deputy Planning Director Angel Gray told commissioners the parcel (owner listed as Ivy RV Park LLC, parcel 25-011) is vacant, was rezoned to C-8 in 2022 for an RV park that did not move forward, and is adjacent to existing commercial uses. Gray said the property is not in a flood plain, staff ran local accident reports and transit serves the area, and a 2023 average daily traffic count for Sylvester Highway was provided in the planning materials. The Planning Commission recommended approval.
Applicant David Dent told the board his family-owned business, Transport Equipment, has grown from about 15 employees to 41 in seven years and is pressed for space at its current yard at 3416 Sylvester Highway. Dent said he has plans to install eight new bays on the newly purchased adjacent parcel and said "we're gonna need this property to do that." He added that about 71% of his employees live in Dougherty County and said he has canvassed nearby neighbors and discussed the purchase with them.
Commissioners asked questions about neighborhood concerns raised during the prior hearing and were told this parcel is adjacent to the existing operation rather than across the street from neighbors previously concerned. Vice Chair Jones (District 6) commended Dent for canvassing neighbors.
The board moved to approve the rezoning. The motion passed by unanimous consent. The county noted that the parcel must meet site-plan and development regulations before any building permits will be issued.
Planning staff cautioned that access, site-plan approval and permitting conditions remain prerequisites to any construction or parking expansion; the rezoning alone does not authorize building or grading.
