College Place commission told of police resignation; new civil-service test requires retesting of eligibility list

The College Place Civil Service Commission was told at its April 10 meeting that one police officer has submitted a resignation and that the vendor that administers the civil-service exam has changed the test, requiring a retest for the city’s eligibility list.
A staff member told commissioners, “we do have 1 police officer, that has put in his notice. His last day will be the April 14, so here just next week. So we will have an opening, here soon.” The announcement came during routine business after the commission established a quorum and approved its consent agenda.
The staff member also explained the hiring impact of the testing change: “Public safety testing recently changed their test. It's a new test. And so with their rules, we're not allowed to have anybody that's taken the old test and the new test on the same eligibility list. So, as of March 31, anybody who's taken the test after that date, is set with the new test. And so chief Tamara wants to use the new test.” The staff member added, “So anybody that's on our current eligibility list will have to retest with public safety testing to be put on our new eligibility list.”
The testing change means applicants who passed the earlier exam but did not retest after March 31 will not automatically transfer to the new list; the commission heard this as an informational staffing update rather than a formal action. Commissioners did not vote on a hiring policy or a testing vendor at the meeting.
The commission also approved the consent agenda, which included the April 10, 2025 agenda, minutes from the March 13, 2025 meeting, and payroll for March 2025. A motion to approve the consent agenda passed by voice vote. The record shows two ayes and the motion was declared passed; one commissioner, Commissioner Boyle, was recorded as excused.
Presiding officer called the meeting to order at 12 p.m. and, after the items above, commissioners moved to adjourn. A motion to conclude the meeting passed by voice vote.
