Cy‑Fair ISD enrollment entering stabilization phase, PASA tells trustees

CYPRESS, Texas — The Cypress‑Fairbanks Independent School District is entering a “stabilization” phase in its enrollment lifecycle, a demographer told the board at a work session Thursday, as new housing slows and fewer births and transfers to charter and other non‑district public schools reduce net student growth.

Dr. Stacy Tapara, president of Population and Survey Analysts, presented a district demographic study that showed the district is roughly 91 percent built out and that growth over the next decade will be concentrated in master‑planned communities on the district’s western edge. The study projected roughly 33,000 new housing occupancies across the 10‑year planning period — about 15,000 single‑family and 17,000 multifamily units — and said those units will be the primary source of incoming students as existing neighborhoods stabilize.

Why this matters: The pattern of stabilization affects school utilization, capacity planning, boundary decisions and long‑range facility and bond planning.
