The Technology Corridor Development Authority approved a proposal for a new 6,500-square-foot warehouse on Cogdill Road north of Interstate 40, a project that staff said spans both Knox County and the City of Knoxville jurisdictional zoning.
Staff reported the site includes existing storage-yard uses; the new building would be the third on the property. The portion in Knox County is zoned CB (Business and Manufacturing) within the Technology Overlay; the portion in the City of Knoxville is Highway Commercial (CH1) with the Technology Park Overlay. Staff said the site complies with maximum ground area coverage, floor area ratio and impervious area ratio, and that because the warehouse contains no office space it does not require additional parking.
Planned materials include board-and-batten metal siding and a metal roof in a muted color; the building will be 16 feet to the roof line. Staff noted the building includes long, unbroken facades (generally discouraged in the design guidelines) but said visibility from the street will be limited by the buffer yard and proposed plantings, which include holly and arborvitae along Cogdill Road and additional landscaping toward the interstate. The lighting plan calls for eight new light poles with an expected 0.1 foot-candle at the property lines. Staff recommended approval with two standard conditions and compliance with City of Knoxville and Knox County Engineering and Public Works and zoning ordinances.
A motion to approve staff's recommendation was made, seconded and carried by voice vote.
