Commission approves HMGP grant application to shore up sewer pipe under closed bridge

Palatka — The commission approved a resolution authorizing submission of a Hazard Mitigation Grant Program (HMGP) application to the Florida Division of Emergency Management to address a damaged culvert/pipe and associated roadway closure.

Staff reported the project total at about $310,750; the city’s local match was described as 25 percent (approximately $80,000). Commissioners asked whether the proposed work would simply cover the pipe or provide a permanent solution; staff and county engineering were cited as exploring two main options: (1) a directional bore to replace or relaunch the pipe under the waterway (a more permanent, higher‑cost option), or (2) structural stanchions and foundations to support the existing pipe (a lower‑cost, less permanent option). County engineers are preparing drawings and cost estimates; staff said those will inform whether the HMGP request proceeds and how the project is designed.

Commissioner Jones asked why the city would provide local match for work located primarily outside city limits; staff replied the pipe serves the city’s wastewater distribution system and the city benefits from stabilizing the infrastructure. The commission approved placing the HMGP application on the consent agenda and adopted the resolution as part of the consent agenda vote.

Staff and county representatives said the city and county will coordinate design options and return to the commission with cost and scope details prior to contracting. Concrete barriers and signage were reported as short‑term safety measures already placed at the closed road.
