Charter Review Committee reports progress and requests appointment to replace a member

Palatka — The charter review committee chair, Terrell Hill, told the commission the group has met about seven times, formed subcommittees and is preparing a summary packet of proposed charter amendments and ordinance recommendations for commission review.
Hill said the committee reviewed the city charter “in totality,” discussed topics from elector qualifications to the city attorney’s reporting line and worked with county and state officials and staff (elections supervisor, HR) to collect comparative research. He said the committee expects to finish early enough to allow the commission and public time for deliberation before the 2026 election cycle.
During the meeting the commission took action to appoint a recommended replacement to the committee. Commissioner Davis nominated Margaret Ellington to fill the vacancy; the commission approved the appointment by voice vote after a motion and second.
Hill emphasized that the committee will deliver proposed language for both charter amendments and ordinances where appropriate and that some changes — such as the city attorney reporting structure — will require a charter amendment rather than an ordinance. He said the committee aims to modernize the charter language and remove arcane phrasing.
