Daviess County adopts new animal-control ordinance as ITV begins shelter operations

Daviess County Fiscal Court adopted ordinance KOC 1,010.9042025 on second reading at its April 10 meeting, repealing and replacing KOC 1,010.6 to reflect operational changes in the county’s animal services.
Mr. Johnson, county treasurer, presented the ordinance and attached a redline showing the changes. "On April first of 25, It Takes a Village Canine Rescue Incorporated or ITV assumed responsibility for the animal shelter and clinic operations... and the Daviess County Sheriff's Office assumed responsibility for animal control law enforcement," Mr. Johnson said. The ordinance removes the county dog licensing section, which staff described as an antiquated logging system no longer used.
Why it matters: the ordinance aligns county code with a contract approved earlier this year that transferred shelter operations to a nonprofit and shifted law-enforcement responsibility for animal control to the sheriff's office. County officials said the changes are primarily naming updates and minor corrections to facilitate the transition.
Commissioner Conner said public reactions on social media have been largely positive since ITV assumed operations. "The vast majority of comments that I've read are overwhelmingly positive," Conner said, adding that transitions can have missteps but that initial feedback had been favorable.
Commissioner Marksberry said he looks forward to working with Sheriff Youngman and the county animal control officer, Ashley, to review the ordinance and consider potential future refinements.
Representatives of It Takes a Village Canine Rescue told the court the shelter transition has proceeded smoothly. "It's been about eight days since we've started doing this and things are going really well," an ITV representative said, noting that animal control officers were integrated into ITV operations and have been answering calls for the county and the city of Lawrenceboro.
The ordinance was adopted on second reading; staff recommended approval and the court approved it by voice vote. County leaders said they will continue to review and refine ordinance language with the sheriff's office and ITV as operations proceed.
The court recorded the ordinance adoption and noted staff will follow up on any drafting refinements and operational coordination between ITV, the sheriff's office and county animal control staff.
