Commission approves transfer of conditional use permit and exterior/site changes at 9210 Manor Avenue

The Mentor Planning Commission on April 10 approved a transfer of a conditional use permit (CUP) for outdoor dining and a separate site-alteration request at 9210 Manor Avenue, Unit A, covering awning replacement, removal of a pickup window and a parking reconfiguration.
Applicant Mike Chrislip described the Honey Grove restaurant concept slated to occupy the former Noodles space and said the business intends to reuse the existing outdoor dining area and modify parking to add angled stalls on the left side of the building. Chrislip said the client agreed to the staff report’s recommendations, including changing awnings to black to match adjacent tenants.
Cathy (planning staff) said the site plan reconfigures the parking to angle parking with adequate aisle width and that staff had no objections to the circulation changes. Commission members discussed a staff-proposed change to strike one of the old conditions and add two new conditions (7 and 8); the applicant indicated no objection to those modifications. Commissioners also confirmed the applicant will remove three sidewalk tables along the front and keep existing bollards around the patio to provide protection.
The commission voted unanimously to approve the CUP transfer with seven conditions and later voted unanimously to approve the site alteration with four conditions. On the CUP transfer, the roll call was Yes: Teedemann, Varga, Hadden, Perkovich, Rossetti, Cook. On the site-alteration vote the roll call was the same and the motion passed.
The approved work includes removing the former pickup window and patching that part of the façade, changing awning color to black, revising signage per staff review and reconfiguring parking to angled stalls. Staff noted the bagel shop tenant on the same building has been asked to update its awnings to match; the bagel-shop owner told staff he is willing to do so if he is not responsible for the cost. The applicant agreed to the traffic-flow and aesthetic conditions included in the staff report.
