Commissioners proposed language requiring "orderly, respectful, and professional conduct" by members, staff and the public during meetings. One commissioner suggested that enforcement mechanisms should exist but cautioned that not all responses constitute public discipline and that private conversations or executive sessions may be appropriate for some personnel or conduct issues.
Commissioners debated how discipline or corrective action should be triggered and carried out.
