Fond du Lac City Council approves routine permits, appointments, West Industrial Park lot sale and lead-service ordinance; resident raises cybersecurity concern

The Fond du Lac City Council met April 9 and unanimously approved a series of routine items including a consent agenda, a change of agent on a retail alcohol license, several board reappointments and appointments, sale of a 2-acre lot in the West Industrial Park to a local manufacturer, and an ordinance amending the city code to enable financial assistance under the lead service line replacement program.
City Manager Mark Moore and city staff presented the items as routine and recommended approval. Community Development Director (presented as) Benson described the proposed sale of Lot 5 in the West Industrial Park to TDI Machining LLC at a negotiated price of $45,000 for a roughly 2-acre parcel at the corner of Scott Street and Industrial Parkway; staff said the city—s standard asking price is about $26,000 per acre and full list price for the parcel would have been $52,000. Director of Administration Davey told the council the ordinance amendment (Ordinance No. 3810) adds language to the city code so the city can accept and administer Safe Drinking Water Loan Program funds to help property owners finance lead service line replacements.
During the public-comment period resident Rhoda Nelson asked the city to look into what she described as a cybersecurity incident involving city employees and provided a brief statement asking the city to "please look into this cybersecurity incident and safeguarding." Nelson identified herself as a speaker and said she had documentation she could provide.
On the consent calendar the council approved the March minutes and a claims list dated April 2, 2025. The council also approved a change of agent for a Class B intoxicating and Class B fermented malt beverage license for Winter and Toman Ventures LLC: agent Ashton Winter, agent address 1135 Spring Lake Drive, premise address 109 South Main Street; staff reported background checks had been completed and recommended approval.
Other approvals included Resolution No. 9169, waiving the prohibition against possession of alcoholic beverages on designated downtown public ways for the Fondue Fest event on Sept. 6, 2025 (staff noted no glass containers or carry-ins will be allowed in the designated area); Resolution No. 9170 reappointing seven volunteers to various advisory boards (park board, parking and traffic board, police and fire commission, board of appeals, and downtown architectural review board); Resolution No. 9171 appointing a new member to the Ethics Board; and Resolution No. 9172 authorizing sale of the West Industrial Park lot to TDI Machining LLC. For each item staff recommended approval and the council voted to adopt the measures unanimously.
