MPO policy board programs six Indiana DOT maintenance projects into TIP; adopts 2025–26 UPWP pending agency comments

The Tippecanoe County Metropolitan Planning Organization (MPO) Policy Board on April 10 approved a resolution to amend the 2024–2028 Transportation Improvement Program (TIP) to program six Indiana Department of Transportation (INDOT) maintenance projects and voted to adopt the 2025–26 Unified Planning Work Program (UPWP) pending further comments from reviewing agencies.
The TIP amendment, listed in staff materials, programs six primarily maintenance projects INDOT requested for federal funding. Staff highlighted a signal installation/repair project at State Road 38 and Veterans Memorial Parkway, several signal modernization projects including three on U.S. 52 at Ross Road, Teal Road and Dale Drive, and a small pipelining project on I‑65. The amendment was recommended earlier by the Technical Transportation Committee.
The board also adopted the UPWP, the federally required document that describes how MPO planning funds (PL and Section 5303 funds) will be spent. Tim (staff member) told the board the UPWP this year is being adopted with an important caveat: because of recent presidential executive orders and evolving federal guidance the document may require additional changes. "What we're asking you to do is to adopt the UPWP pending further comments from commenting agencies," Tim said, and the board authorized staff to address those comments directly with agencies rather than returning the document each time for board action.

Board members asked for prompt notice if substantive changes arrive from state or federal reviewers. "If something does come up, I want to make sure this board is notified," one board member said; Tim agreed the MPO would notify the board of material changes. The UPWP staff presentation noted the expected dollar amounts for federal planning funds are locked in, but the permitted scope of certain planning analyses could change depending on further federal guidance.
The board approved both items by roll-call vote and moved on to the APC progress report.
