The Norman Planning Commission voted 9-0 on May 1 to approve an amendment to the city's simple planned unit development (SPUD) to add an indoor athletic facility as an allowed use at 1451 12th Avenue Southeast.
The change amends the SPUD approved earlier in 2025 to explicitly allow an indoor athletic facility on the site, which staff described as surrounded by R-1 and R-2 residential zones to the south and east, commercial to the north, and another SPUD to the west. A staff presentation showed existing buildings and a proposed site plan; the applicant did not provide a separate presentation.
Planning Department staff said the applicant supplied more information since the January 2025 amendment and is seeking the indoor athletic use for the client. No members of the public spoke on the item. Commissioner action was brief: after a motion to approve and a second, the roll call showed the motion carried 9-0.
The amendment will allow the specified athletic use within the boundaries of the SPUD; staff forwarded the measure to the Planning Commission for recommendation to City Council. No construction permits or additional approvals were described at the meeting.
