Taunton panel approves transfer and entertainment licenses for 12 Winthrop St. restaurant

The Taunton Board of License Commissioners on March 12 voted to approve a transfer of license, an entertainment license and a common victualler (food) license for the restaurant at 12 Winthrop Street, which will operate as KAYO Sushi and Asian Kitchen.

Attorney Chris Coleman represented the applicant and introduced the proposed manager, Ling Tia Ling Lian, who the application lists as the on-site manager and a full-time employee. Coleman said the restaurant space is 2,368 square feet with 52 seats — seven at a bar and 45 in tables or booths — and that no structural changes are planned. The application includes a menu of sushi, noodle, rice and seafood dishes and a floor plan. The applicant requested an entertainment license limited to background music and four televisions; no live amplified performance was requested.

Coleman asked the commission to issue a certificate of vendorship (CV) so the applicant could open for food service while the ABCC processes the state-level liquor-transfer paperwork. The health department inspection was complete and Coleman said the applicant planned to correct a minor issue with the ice machine before a re-inspection; the applicant anticipated opening for food without alcohol on Saturday.

The commission approved three separate motions: transfer of the license from PC Fang to KAYO Sushi and Asian Kitchen; an entertainment license for the location; and issuance of a common victualler license. Each motion passed by voice vote with the two present commissioners voting in favor and one absent.
