The Sedalia City Council approved a slate of ordinances covering software procurement, personnel rules, utility easements for a new subdivision, wastewater operations, cemetery maintenance contracts, public-safety equipment and a number of property sales and license renewals. One ordinance to install a four-way stop at West Third Street and South Park Avenue failed and the council referred that location back to the Citizen Traffic Advisory Commission for study.
Key enacted items (vote outcomes are listed where recorded in the meeting):
- ERP software agreement (Bill 20 25 48): Final passage approved. Staff recommended Tyler Technologies as vendor to implement an enterprise resource planning system to integrate finance, HR, permitting and utility billing.
- Personnel regulations update (Bill 20 25 49): Final passage approved. Council accepted amendments to the personnel policy manual to align with current legal standards and operations.
- Records destruction request (City Clerk): Council authorized the City Clerk to destroy records that have met retention periods under Missouri local records guidelines (motion approved).
- West Third & South Park four-way stop (Bill 20 25 50): Motion for final passage failed (2 yes, 6 no). Council later voted to send the proposal back to the Citizen Traffic Advisory Commission for a formal study.
- Prairie Hollow utility easements (Bills 20 25 51–57): Council approved a series of ordinances accepting permanent utility easements and construction performance agreements needed to extend water and sewer service to the Prairie Hollow subdivision (seven ordinances approved across numbered tracts and specific addresses).
- Wastewater collection easement for development near Perth United Methodist Church (Bill 20 25 58): Final passage approved to accept the easement enabling sanitary sewer extension to a new residential development.
- Amendment to Midmo Operations professional services agreement for wastewater oversight (Bill 20 25 59): Final passage approved to renew the city’s contract and enact the agreed annual rate increase.
- Cemetery weed-trimming contract (Bill 20 25 60): Final passage approved. Council awarded the contract to Rubio Lawn Care and Tree Service LLC at $4,600 per mowing occurrence after bidding; staff explained the lowest bid lacked adequate staffing for the job.
- Industrial pretreatment professional services (Bill 20 25 61): Final passage approved a sole-source contract with QMHCC (HMHEC) Environmental Consulting for industrial pretreatment program consulting (not-to-exceed $103,500; amount included in FY26 budget).
- Police vehicle purchase (Bill 20 25 62): Final passage approved acceptance of the low bid to purchase two vehicles for the police department.
- Opticom/Opticon traffic preemption system (Bill 20 25 63): Final passage approved purchase of an Opticom system for police and fire apparatus to preempt signals on emergency response; system includes equipment for city-owned infrastructure and a 10-year term.
- Annexation (Bill 20 25 64): Final passage approved annexation of property owned by Sedalia School District 200 adjacent to the high school.
- Rezoning (Bill 20 25 65): Final passage approved rezoning a vacant lot at 722 East Ninth Street from R-1 to R-2 to allow a proposed two-family building; Planning and Zoning recommended approval 6–0.
- Liquor license renewals: Council approved a block motion renewing four liquor licenses (retail and package sales, including Sunday sales) for specified businesses.
- Multiple property sales and deeds (Bills 20 25 66–70): Final passages approved sale deeds and special warranty deeds for listed addresses sold to private buyers (ordinance texts provide property addresses and buyer names).
- Memorandum of Understanding amendment with Fraternal Order of Police (Bill 20 25 71): Final passage approved amendment to the MOU between the city and the FOP Mid-Missouri Lodge 16.
The council also approved routine minutes, planning commission minutes, and accepted staff reports during the session. Several public-comment speakers raised concerns about demolition procedures, transparency, code enforcement and hazardous-material testing on demolished properties; those comments were entered into the public record.
A full roll-call for each bill is recorded in the meeting minutes and the ordinances themselves specify effective dates and any construction or performance agreements tied to easements.
