City planner Chris Kelly told the council the amendment changes future land use characters that currently include Office/Institutional (OI), Traditional Neighborhood Medium-High (TNMH) and Potential Conservation/Open Space (PCOS) to a single Mixed Use character. Staff said the change does not itself rezone the property but is a standard step to allow a later rezoning and development application; the Planning & Zoning Commission recommended approval on March 18, 2025.
