The City of Carlisle City Council held first readings of two related resolutions on Monday that accept recommendations from county tax-incentive review bodies for the city’s tax increment financing (TIF) districts.
Resolution 12-25 would accept, approve and ratify the recommendation of the Montgomery County Tax Incentive Review Council. Resolution 13-25 would accept, approve and ratify the recommendation of the Warren County Tax Incentive Review Council. Council members said the items are routine and will appear for second reading at the council’s next meeting.
Council discussed that the city currently has four TIF districts — three in Warren County and one in Montgomery County — and each county’s review council must evaluate compliance. According to remarks during the meeting, once the county review councils recommend the districts are compliant, Carlisle’s council will formally accept that recommendation by resolution.
Neither resolution was adopted at this meeting; both were placed on the agenda for second reading at the next scheduled meeting and no roll-call votes were recorded.
Background details discussed at the meeting indicate the items are procedural steps in the statutory oversight of TIF districts and do not change the districts’ boundaries or tax rules; the council’s action at second reading would be an acceptance of the county review councils’ findings.
Votes or final outcomes will be recorded if and when the items return for second reading and adoption.
