Groves EDC approves multiple grant reimbursements and reports strong sales-tax returns

The Groves Economic Development Corporation (EDC) on March 24 approved a series of grant-reimbursement requests for local businesses, reviewed February 2025 financial reports and heard staff report that sales-tax receipts have improved year to date.
The EDC board approved a reimbursement of $497 to Groves Laundry Basket at 3930 Ninth Street for advertising costs. The board also approved reimbursements and façade or signage grants for several other businesses, including West End Hardware (5110 Twin City Highway) and Classic (address amendment to 6111 30 Ninth Street was noted and the board approved the request with the corrected address). The board approved a $7,500 reimbursement for American Best Value Inn and Suites for signage and exterior work. The transcript shows the board approved a grant request for Doxy Coffee (4233 Lincoln Avenue) for exterior remodeling and furnishings; the meeting record contains unclear numeric amounts for that item and the transcript’s figures were not fully legible in the recording.
EDC staff presented February sales-tax and budget reports and explained transfers from EDC funds to the city general fund and to the interest-and-sinking (debt) fund to cover overhead and debt-service obligations, including the fire-station bond payment. Staff said sales-tax receipts for January and February were the largest the EDC has received for those months; the January figure mentioned in the meeting was $337,000 and the board was told year-to-date receipts were roughly 5.5% higher than the same period last year. Staff noted economic volatility and cautioned that trends could change with wider market conditions.
Board members asked several procedural questions about grant eligibility, including whether inventory purchases qualify (staff said inventory is not eligible and that grants generally do not cover resale inventory) and whether vehicle wraps qualify as reimbursable advertising (staff said current guidelines do not reimburse such vehicle wraps; the board may revisit that in future policy discussions). The board said it will plan a policy review and workshop once a full permanent board membership is in place.
The EDC meeting approved the minutes of the Jan. 27, 2025 meeting and several grant reimbursements by recorded voice vote. Staff said checks for approved reimbursements are typically available in about a week. The EDC adjourned its meeting at approximately 7 p.m.
