Groves council extends temporary game-room permits, approves invoice list and extends board application period

The Groves City Council on March 24 voted to extend temporary specific-use permits for existing game-room operators through the duration of the moratorium imposed by Ordinance 2024-29 and approved the city’s March 24 invoice list.
The vote on the temporary game-room permits came after the council moved out of an executive session that had begun at about 5:20 p.m. The council’s action extends current specific-use permits through the moratorium and through any renewal process that falls within the moratorium period. The motion passed on a recorded voice vote.
The council also unanimously approved the March 24 invoice list, a package of payments that city staff presented at the meeting. The clerk read a summary of vendors and amounts, and the council voted to pay the listed invoices; the staff summary showed a grand total of $169,656.52 for the items described in the meeting packet.
During the meeting the council took up the status of applications for appointments to the Groves Economic Development Corporation, the Planning and Zoning Commission and the Zoning Board of Adjustments. Staff told the council the city had received applications for 23 total positions across the three bodies and that several applicants had applied for more than one board. The council agreed to extend the application period for two additional weeks and asked staff and council members to advertise openings and recruit candidates; there was no separate roll-call vote recorded on that extension in the public transcript, which shows the item was continued for further action and a future agenda review.
The meeting opened with roll call, prayer and pledge, and included a citizen report by Ken Lofton. Lofton offered a lengthy historical overview of Kosovo during the reports segment; those remarks were presented as a citizen report and were not tied to a council action. The council convened an executive session under Chapter 551 of the Texas Government Code to consult with counsel on pending or contemplated litigation and returned to open session to complete business.
The council adjourned shortly after completing the evening’s items; staff said the appointments item would return to a future agenda for formal appointment decisions and that application materials would remain open for the additional two-week period.
