Groves council raises maximum accessory-building eave height from 12 to 16 feet

The Groves City Council approved Ordinance 2025-O8 to increase the maximum eave height for accessory buildings in certain residential zones from 12 feet to 16 feet.

Supporters said the change would let property owners build accessory structures that can accommodate large recreational vehicles without routinely seeking a variance from the zoning board of adjustments.

A councilor introduced the ordinance and explained that roughly 15 years earlier the limit had been set lower after neighborhood concerns about two-story accessory structures. The sponsor said recent staff review and appeals history showed few denials in the last decade and argued a 16-foot limit would allow a 14-foot garage door to accommodate large RVs (13-foot-6" models) without the extra step of a variance application. Planning staff (Don, referenced in the discussion) indicated they had no objection.

Council members clarified the change affects only the accessory-building height limit and does not alter permitting procedures or other development standards. The ordinance passed on a voice vote with the mayor and council members recorded as voting in favor.

The change takes effect upon adoption; staff said existing permitting and setback rules remain in force and that any nonconforming issues would continue to be handled through regular permitting channels.
