City manager: SRO agreement with Carlisle schools still pending; model MOU sent to district

The Carlisle City Manager told council during the manager’s report that the city and the Carlisle school district do not yet have a finalized memorandum of understanding (MOU) for a school resource officer (SRO).
“They did not have an MOU or a draft MOU for us to look at,” the City Manager said, adding that staff located a model MOU from the state association for school resource officers and “I sent that over to him today.”
Councilmember Humphreys said he remains an advocate for an SRO and told colleagues he believes Carlisle may be the last municipality in the school district in Warren County without an SRO: “I think we might be the last ones in the school district in Warren County to not have an SRO,” he said. Council members discussed the need for an agreed MOU before either governing body (city council or school board) approves participation and noted that the city wants a provision allowing the city to reassign the officer if additional city manpower is needed for major incidents.
Manager and council members said next steps are to wait for a draft MOU from the school superintendent and then seek mutual approval from the city council and the school board. Until the MOU language is agreed and approved by both bodies, the city will not place an SRO on duty under a formal intergovernmental arrangement.
No budget vote or MOU approval occurred at the meeting; the item was discussed as an update and a pending matter requiring further negotiation between the city and school district.
