Owosso Council approves capital plan, moves meeting venues and approves utility actions

Owosso City Council took several administrative and fiscal actions at its April 7 meeting, approving the city's six-year capital improvement plan, scheduling budget hearings, authorizing a Consumers Energy easement, and approving steps to collect and write off unpaid utility accounts.
The council adopted the capital improvement plan, a six-year program staff said is intended to help identify projects, support grant applications and guide future growth. The manager told the council that about half of planned capital funding is listed as "other," primarily grants and loans for water and sewer projects. Planning Commission had approved the plan unanimously before the council vote. The motion to adopt the plan passed by roll-call vote with council members voting yes.
Council approved a utilities easement for Consumers Energy to install and maintain electric facilities for a home being built at 1404 Rain Street, after the city engineer recommended approval. The council also approved publication of notice of collection for unpaid utility bills (per the City Charter) and separately approved write-offs of several accounts considered uncollectible because tenants moved or owners declared bankruptcy.
Council scheduled its fiscal-year 2025–26 budget workshop for May 21 at 6:30 p.m. and approved using City Hall for the budget workshop. The council also approved moving its regular April 21 meeting to the Owosso Public Schools Performing Arts Center to accommodate anticipated public attendance related to the water discussion and scheduled the April 23 town hall (information-only) to be presented at the same venue. The May 5 meeting was rescheduled to May 7 at the performing arts center because of facility availability.
Most items on the agenda passed on roll-call votes with unanimous yes tallies recorded by the clerk. Council also received manager’s updates on labor negotiations, city-hall renovation bids, odor mitigation at an industrial facility and other routine city business.
