Highland Village City Council on March 25 approved an amended detailed site plan for Lot 1, Block A of Highland Village Town Center (commonly 2270 Justin Road), allowing a corporate franchise to complete work at the site after a prior contractor stopped construction.
Planning staff said the new plans reduce the building footprint from 2,553 square feet to 2,168 square feet, add a second drive-through stacking lane along the building's front, and provide an 8-foot sidewalk in the right of way along FM 407 frontage. The plan shows 33 parking spaces on the lease area; the site requires 14. Materials include a primarily white exterior with composite wood accents, and the applicant provided a materials board for council review.
Planning and zoning recommended approval by a 5-0 vote at its Feb. 18 meeting; staff presented the site plan to council and the applicant's representative from InterPlan answered technical questions about construction timing and details. Council members raised clarifying questions during the discussion about sign orientation for drive-through directional signs, the tapering of the sidewalk and how it will align with future FM 407 trail work, dumpster access and potential stormwater/drainage concerns around the service and waste area, and long-term maintenance of the landscape.
Staff and the applicant said the 8-foot sidewalk would be dedicated as public infrastructure and will be established in an easement; the berm and landscape will be installed with sod (bermudagrass listed on plans). Council asked for confirmation that any approved landscaping must be maintained and replaced if plant materials die; staff cited the city's landscape maintenance provisions, which require replacement of dead plant materials within 90 days and allow code enforcement remedies. The applicant said corporate standards and lease terms typically ensure long-term maintenance; staff noted the site-plan approval requires compliance with the approved landscape plan.
Councilmember questions also covered fire-lane requirements (staff confirmed existing fire access met requirements) and reuse of existing concrete in paved areas. After discussion, a motion to approve the resolution adopting the amended detailed site plan passed 7-0.
