The Freeport Planning and Zoning Commission unanimously approved three replat requests at its meeting, clearing the way for two single-family residences and for an owner to build a storage building on a property that lacked a main structure.
The approvals cover: (1) a replat of a 10.03-acre tract in the Brickbuyer subdivision that the owner said is intended to allow construction of a home for his son; (2) a replat of Lots 4 and 5, Block 1 of Windsor Terrace to permit an accessory storage building after the owner obtained required documentation; and (3) a replat combining Lots 13 and 14, Block 49 of the Velasco town site to create Lot 14A for a new single-family residence. All three items were approved by motion and recorded as passed unanimously.
Shelby, a planning staff member, told the commission that the Brickbuyer replat "does meet the subdivision standards for Freeport" and that the owner is requesting the replat to build a residential home for his son. On the Windsor Terrace item Shelby said an owner had approached staff because an accessory structure cannot be built in the absence of a main structure: "he cannot have an accessory structure without a main structure, so unfortunately, he does have to replat." For the Velasco town site replat, Shelby said the property is located in a floodplain and that the owner had provided an elevation certificate and build plans to meet floodplain requirements.
Commissioners asked only brief clarifying questions about road access and drainage. For the Brickbuyer tract, a commissioner confirmed that the two joined lots have road access at the front and that a designated county road and a drainage easement exist at the rear. For the Velasco town site, a commissioner noted the area tends to flood and commented that building elevations and road grading affect local drainage; Shelby replied that the owner has submitted elevation documentation for the proposed residence.
The commission opened and closed public hearings for each item before taking the votes. Motions to approve each replat were made and seconded on the floor and each motion passed with unanimous agreement from those present. The meeting then concluded with a motion to adjourn.
Meeting minutes reflect the approvals and the record shows no further conditions or amendments to the replats were imposed during the session.
