• Proclamation: April as Child Abuse Prevention Month — Adopted. Motion by Commissioner Barrow; second by Commissioner Kallen. The proclamation urges citizens to support prevention efforts and lists strategies such as home visiting and family-strengthening policies.
• Proclamation: April as Prevention of Cruelty to Animals Month — Adopted. Motion by Commissioner Richardson; second by Commissioner Hall. Staff cited state statute and the county animal-control ordinance as the legal framework referenced in the proclamation.
• Approval of agenda as amended (add closed session under N.C. Gen. Stat. § 143-318.11 to consider attorney consultation and approval of closed-session minutes) — Adopted. Motion by Commissioner Barrow; second by Commissioner Hall.
• Consent agenda — Adopted. Motion by Commissioner Caleb; second by Commissioner Richardson.
• Transfer $5,000 in federal forfeiture funds to Scribe Stoppers (Crime Stoppers) for reward payouts — Adopted. Motion by Commissioner Richardson; second by Commissioner Kellum.
• Order approving abandonment of 0.03 miles of Allen Road (DOT petition) — Adopted. Motion by Commissioner Barrow; second by Commissioner Richardson. Public hearing was held; no members of the public spoke.
• Motion to go into closed session pursuant to N.C. Gen. Stat. § 143-318.11(a)(1) and (a)(3) (personnel and attorney consultation) — Adopted. Motion by Commissioner Holland; second by Commissioner Barrow. The board entered closed session following the vote.
