Mount Pleasant council recesses into closed session on MPEDC management after public praise

The Mount Pleasant City Council recessed into executive session Thursday to discuss management and governance of the Mount Pleasant Economic Development Corporation (MPEDC), city officials announced before closing the public comment period.

The executive session was called pursuant to the Texas Government Code, Chapter 551, with council members citing consultation with the city attorney, “personal matters related to the management responsibilities, performances, and business operation of the MPEDC carried out through its board and directors, executive director, and city council,” MPEDC bylaws and articles of incorporation, and matters related to appointments or discipline of public officers or employees.

Why it matters: The closed-door meeting will address the MPEDC’s governance and possible board or personnel matters that the council said require confidential discussion with legal counsel. Public comments before the recess emphasized community support for the EDC’s outreach to industry and named local volunteers and staff credited with recruiting businesses.

During public comment, a resident who identified themself only as a Mount Pleasant resident praised the MPEDC and its volunteers for bringing industrial employers to the city and named local members and staff. The resident said, “I appreciate the opportunity to have a voice… I just wanted to come and say that I'm appreciative of the hard work that they've done,” and specifically referenced “Chris Elliott” as a longtime business leader and credited “Nathan” and “Mike” for providing marketing data and industry contacts that help sell Mount Pleasant to prospective employers.

Chuck Howard, a Chick-fil-A representative, also spoke during public comment and referenced a traffic crash earlier in the day. “He is in my prayers as are all of the parents dealing with this situation,” Howard said, referring to Councilman Hegeman, who the speaker said was not present. Howard asked the council to keep those affected by the crash in mind if the body went into executive session.

The city official who closed public comment and announced the executive session said the council would recess to discuss the listed items under Chapter 551 of the Texas Government Code; no public votes or formal actions were recorded on the floor before the recess.

The council did not announce any decisions, votes or next public steps before entering executive session. Because executive sessions are confidential under state law when held for the purposes cited, specifics of the council’s internal discussions and any resulting personnel or governance actions will not be released publicly unless and until the council votes to do so in open session or posts required notices of action.

The meeting had a single special-agenda focus listed by the city — the EDC/MPEDC — and two public commenters spoke before the recess. No agenda votes were taken publicly at the time the council recessed.
