Council members and staff said the single-system platform will replace multiple, disconnected HR and payroll tools and aims to reduce manual steps and errors in hiring, timekeeping and benefits administration. Joe Hollowell, Paycom representative, described the system as “an all in 1 single database,” and said the company provides an on-site implementation team and a domestic, dedicated support structure.
City staff said Paycom would centralize employee demographic data, time and attendance, PTO and payroll deductions in one system. Hollowell outlined an implementation timeline of roughly 8 to 12 weeks and described additional features such as geofencing for field staff and multiple clock-in options. He said Paycom charges based on employees actually paid in a pay period and assumes responsibility for tax filings for the city’s payroll (as described in the proposal).
City staff and Hollowell told the council the upfront implementation investment is $42,239.66. Staff also presented an internal estimate that the switch would save roughly $7,000 in the first year and about $11,000 annually thereafter; the city said year-end W-2 and filing fees are extra and that the contract is a three-year agreement that renews in three-year increments.
Councilmember Corbell asked about references and Texas municipalities using Paycom; Hollowell listed several Texas cities that the company serves and offered City of Bel Air as a reference. City staff said they considered alternate vendors and that only Paycom and UKG integrated with the city’s OpenGov system.
Councilmember Miller Bridal made the motion to enter the agreement; Councilmember Hinton seconded. The council voted unanimously to approve the agreement.
The contract requires an upfront implementation investment and a three-year term. Staff said the city would be obligated to pay the remainder of the contract term if it terminated the agreement without a breach by Paycom; if Paycom breached, the city must give notice and allow Paycom an opportunity to cure before termination.
The council closed the item after the unanimous vote. Staff will proceed with implementation activities as described in the proposal and return to council with any required follow-ups.
