The Burrillville Town Council on April 9 voted to table action on the Jesse M. Smith (JMS) Library exterior painting contract after a local contractor raised concerns about the apparent low bidder's qualifications and required insurance documents.

Jesse M. Smith, the library director, told the council that two bids were received and that the apparent low bidder, BRI Painting, submitted a bid of about $33,500. Smith said an earlier 2024 quote from another contractor was lower and that she planned to use undesignated funds to cover the difference if the bid were awarded.
Steven Roderick, owner of Construction Junction, addressed the council and said his company is a signatory union contractor and urged the council to consider his firm's experience and credentials. Roderick said he had contacted his union and that, in his view, the apparent low bidder "is unqualified" and that public records showed BRI Painting lacked workers' compensation coverage at the time he checked.
Council members asked administration staff to verify whether required documents had been included in the bid package. The council president noted that "during time of the bid, those documents were required in the bid package; if they weren't received in the bid package, it means the contestant is disqualified." The administration agreed to follow up and to contact the apparent low bidder for clarification.
Action taken: The council voted to table the award to allow staff to verify bidders' certificates of insurance, workers' compensation evidence and subcontracting status. The motion to table passed by voice vote; Mr. Battle and others voted in the affirmative.
Next steps: Town staff will contact BRI Painting and Construction Junction, confirm or request missing bid documents (including workers' compensation certificates) and report back to the council at a future meeting. Library staff said they aim to complete the work by June if an award is made.
