Danville Board delays decision on $30M student-transportation contract after public concerns

Rankin cited "section 10-20.21 of the school code" as the legal standard governing award considerations.
The recommendation drew public remarks from two competing bidders. A representative from Robinson Transport said portions of the bid packet were rushed and that bid-comparison calculations omitted routes, special-needs routes and bus monitors, producing what he said were inaccurate savings figures. Bruce Barr, owner of Yellow Bus Group, criticized the district's timeline and last-minute addenda that he said limit competition.
Board members asked for clearer comparisons and district staff confirmed that legal counsel had been consulted during the bid process. A motion to postpone consideration until the next board meeting passed on a roll-call vote: Missus Corey, Missus Schrader, Elder Parks, Missus Holler, Miss Payne and Doctor Ashton voted yes; Pastor Miller voted no. The board did not vote on awarding the contract to First Student at the meeting.
Why it matters: Awarding the contract would bind the district to a multi-year, multi-million-dollar vendor for student transportation; trustees said they wanted more time to confirm the bid-comparison methodology and the rate increases districts nearby recently accepted.
