Palmview council approves expanded repairs to ladder truck after staff cites emergency sole-source need

The Palmview City Council approved additional emergency repair authorization to complete safety-critical work on the city's ladder truck after staff said previously authorized funds were exhausted.

Fire department staff told the council the city had previously approved a purchase order not to exceed $30,000; the vendor, the authorized Spartan dealer Metro Fire Apparatus Specialist Inc., paused work at the $30,000 level and submitted an estimate for further work required to make the apparatus safe to operate. Staff described sun and weather damage to wiring, harnesses and ladder components as primary safety issues that needed immediate repair. Council approved additional authorization by voice vote.

Staff said the full set of repairs would be more expensive but that the requested increase targets the safety-related items so the truck can return to service. The fire chief and vendors estimated that approving the current request would restore approximately 85% of required functionality; remaining work would be deferred. Staff said the truck could be returned in roughly 30 days after approval.

City staff advised council that, under normal procurement rules, work above competitive-bidding thresholds would require solicitation, but legal and staff treated this as an emergency repair and identified a sole-source vendor in the state authorized to service Spartan chassis and bodies. Staff said they would seek appropriate funding adjustments (citing potential use of 2024 CO funds) and that the repair was essential because the department had previously lost a primary apparatus to failure.
