Palmview council appoints Segovia to municipal-district board, rejects over-budget bids and authorizes city-hall project manager; delays ESD petitions

The Palmview City Council on an agenda item covering municipal-district appointments and other administrative matters approved the appointment of Avilina Segovia to the Palmview Municipal District (PMDD) board, rejected sealed bids that exceeded the project budget, authorized administration to engage a project manager for city-hall improvements with spending authority up to administrative limits, and took no action on two petitions to create Hidalgo County Emergency Services Districts 5 and 6.

Council members moved to nominate Avilina Segovia to fill an unexpired PMDD term vacated by Ms. Alexander; the council stated the term runs through January of next year. A councilmember moved the nomination, the mayor called for a voice vote and the mayor recorded “Aye. Motion carries.” The appointment was recorded as approved “if she accepts it,” per council remarks.
