The Palmview City Council voted to authorize submission of three applications to the Texas General Land Office's Disaster Recovery Reallocation Program (DRRP), seeking roughly $3.425 million combined for road reconstruction, neighborhood drainage and emergency generators. Council approved resolutions authorizing staff to apply for the funds by voice vote.
The three applications are: $875,000 to reconstruct and repave East Goodwin Road from State Highway 495 north to the 2-mile line, $2,000,000 to replace and restore drainage infrastructure in the Tierralinda subdivision, and $550,000 to acquire and install generators to support a new emergency operations center on Marla Drive and a future Public Safety facility. Each application carries a 10% local match requirement.
The council heard from city staff and the city's grant administrator, GrantWorks, that the DRRP pot was created from prior grants and unclaimed funds and that the city was invited to apply. A staff presenter said the application windows opened late in the previous year and emphasized the need to move quickly; for the first application council was told an application deadline is April 4 and that award decisions and actual construction would likely occur in 2026.
Councilmembers discussed project scope and neighborhood selection. On the Tierralinda drainage item, staff explained the project would restore drainage outlets and swales that have been covered over time and impaired by other construction, and that eligible projects must form contiguous areas and meet low-to-moderate-income criteria set by the funding program. Staff said GrantWorks prepared the applications and would submit the materials.
All three resolutions were moved, seconded and approved by voice vote. Council did not record individual roll-call votes in the transcript; actions were adopted by general acclamation.
The council directed staff to continue work with GrantWorks, to notify the council as application progress or award notices arrive, and to coordinate outreach in affected neighborhoods if projects move forward.
Funding details and program rules described by staff in the meeting were that each DRRP application has a 10% local match; award timing and final scopes are subject to the Texas General Land Office review and any program-specific requirements.
