The Tooele City Planning Commission on Wednesday approved a conditional use permit to authorize an accessory drive-through facility for an America First Credit Union branch on a pad in the Smith Shopping Center (site described as 2400 North and SR 36). The vote was 6-0.
Planning staff presented the request and recommended approval with the conditions listed in the staff report. Mr. Page told commissioners the site is in the General Commercial zone and that public notification requirements had been satisfied.
Rick Magnus of AWA Engineering, speaking for the applicant while Jake Tate was out of the country, described the proposal as a remote teller configuration with two teller stations and an additional drive lane to allow vehicles to pass. “What was really important to us is to keep that drive thru away from the main thoroughfares,” Magnus said, describing the building as sited toward the interior of the lot and the drive-through lanes internal to the development. Staff said the design is expected to accommodate up to about 20 vehicles in the stacking area without blocking access through the site.
Mr. Page reminded commissioners that the Planning Commission’s review for this item focuses on the location and potential impacts of the drive-through facility, not a full site plan approval. Commissioners asked clarifying questions about whether the drive-through is detached from the building; staff confirmed it is an accessory facility separate from the branch building footprint.
Commissioner Anderson moved to approve the conditional use permit by Jake Tate with AWA for authorization of the accessory drive-through (application noted in the record as 20 25 31 per the packet); Commissioner Jensen seconded. The roll call recorded aye votes from Commissioners Hammer, Proctor, Hamilton, Jensen, Anderson and Sloan, and the motion passed 6-0.
Staff and the applicant said they concur with the staff recommendations; subsequent site-plan-level reviews and construction approvals remain required before the drive-through can be built.
