Board approves budget advertisement, contracts and personnel actions; roundup of votes

The Southern York County School District Board of Education on April 10 voted to advertise its proposed 2025-26 general fund budget and approved several procurement and personnel measures.
The board approved a resolution to advertise the 2025-26 proposed final general fund budget (PDE-2028) totaling $68,403,834, directing administration to publish the notice required by law. The board also awarded a one-year extension, year two of a potential five-year term, to Compass Group USA Inc., operating as Chartwells, to continue food-service management for 2025-26.
Other purchasing and contract votes included awarding printing services to DRS Printing Services Inc. and Wise Printing Company Inc.; approving a three-year agreement with Jostens for the Southern Middle School yearbook (beginning 2026); and approving an addendum to the district's Chromebook replacement plan reducing the immediate Chromebook purchase from 630 to 460 devices and adjusting the deployment schedule.
On personnel and policy matters the board approved Policy 805.3, "School Security Personnel Use of Force," appointed Matthew Lightzel as armed security pending completion of school resource officer training, and approved an administrative compensation (Act 93) plan effective July 1, 2025 through June 30, 2028. The board also approved an adjudication permanently expelling "Student A" with conditions allowing an alternative-education path to graduation but barring participation in district graduation activities.
Smaller consent-agenda items and curriculum approvals were carried as presented, including stage 1 curriculum maps and several routine contracts. Board members discussed but did not delay any of the votes pending further review.
The board's actions set the budget process in motion ahead of the May final-approval meeting and confirmed several vendor and personnel arrangements for the coming year.
