Williamsport City Council voted April 10 to amend the 2025 Act 13 budget line for the flood levy, increasing the levy line item by $72,041 to pay WSP for Special Quick Response Assessment (SQRA) services. City finance and planning staff said this is not additional project funding but a bookkeeping correction because past resolutions (2023 and 2024) had authorized SQRA work whose remaining payment falls in 2025.
Miss Livermore explained the increase is necessary because the 2025 budget removed the line item inadvertently and the remaining contract amount needs to be paid. Finance committee member Miss Mealy told council the transfer is not a new expense; it reduces the Act 13 surplus the city expected at year end by $72,041. Mealy also reported progress on levy-related funding, saying staff now have access to roughly $11 million in levy funding and that related work is expected to begin soon.
Council approved the transfer on a 7-0 vote. Members discussed whether Act 13 or the emergency/reserve fund would be the best source for levy work in future; no change in policy was adopted at the meeting.
