Council approves CDBG/HOME amendments and 2025–29 annual action plan

Williamsport City Council unanimously approved two related actions April 10: (1) a resolution to adopt substantial amendments to the city’s 2019, 2020, 2021 and 2023 annual action plans for Community Development Block Grant (CDBG) and HOME Investment Partnerships funds, and (2) approval of the 2025–2029 consolidated five‑year action plan.
Jamie Schroeder of SEDA Council of Governments (SEDA COG), who prepared the documents for the city, summarized the cleanup amendments: $9,008.75 is being moved from Elm Park to Newberry Park to correct a bookkeeping draw, and $19,052 freed by completion of a 2023 Memorial Park project is being reallocated to Elm Park. Schroeder said this is an effort to reconcile older CV (COVID‑related) funds and align project accounting.
Schroeder also presented the 2025 annual action plan and five‑year consolidated plan priorities for 2025: street reconstruction; City Park bike path (phase 1); the Scott Street pocket park (CDBG); and, under HOME funds, owner‑occupied single‑family rehabilitation, homebuyer assistance and Habitat for Humanity construction. She explained that final project funding amounts will be adjusted up or down after the city receives HUD allocations so that administrative caps (20% for CDBG, 10% for HOME) are not exceeded. Councilmember Beiter and finance committee members thanked city staff and SEDA COG for work on the cleanup and the multi‑year plan.
Both items passed on voice roll calls with unanimous support.
