County approves nonmetallic mining report; regulator notes 44 active sites and $26,250 in fees collected

Mark, the county's nonmetallic mining official, gave the committee an annual update on permitted quarries and reclamation work, reporting the program currently oversees 44 active permitted sites and one inactive site. "Total disturbed acreage went up ... to 485.9 acres," Mark said, noting the program had reclaimed 1.8 acres this cycle and that no full sites were reclaimed this year.
Mark told the committee total fees collected were $26,250 and that the county owes the Wisconsin Department of Natural Resources $3,765 as the DNR share. He said two permitted sites had not yet filed their annual reports or paid fees; all reports were due Feb. 28 and the county must submit its consolidated report to the DNR by March 31. "We're waiting right now on two sites to submit their annual report and pay their annual fee," Mark said.
He also described a new sand pit in the town of Franklin and work on reclamation plans that will proceed to public hearing as required by county ordinance. Committee members asked whether fees are held in a dedicated account. County finance staff said the nonmetallic mining fee balance is maintained separately and that approximately 25% of Mark's salary is currently charged to the program to reflect staff time spent administering permits.
Committee member Daniel moved to approve Mark's report and Carol seconded; the motion carried on a voice vote. The committee asked staff to bring a financial report on the mining fee balance to a future meeting.
