Hilliard Planning and Zoning Commission approves retail lot split, sign lighting and high-school weight-room expansion

HILLIARD, Ohio — The Hilliard Planning and Zoning Commission approved three development items at its April 10 meeting: a lot split at the Alton Place Retail Center, a sign-illumination variance for the Red School of Music and a conditional-use expansion plus Level B site plan for a new weight room at Hilliard Darby High School. Each item passed by a 5-0 roll call vote.

The actions matter because they clear the way for near-term construction work on private commercial parcels and a school facility, and they cement interpretations of local zoning and sign rules in specific cases.

Alton Place Retail Center lot split

The commission approved PZ-25-8, a lot split to create parcels for two additional buildings within the Alton Place development. Planning staff told commissioners the proposed divisions are consistent with the final development plan and the Alton Place planned-unit development text and recommended approval with two conditions listed in the staff report. Applicant Brian Button, the project design engineer, described the request as straightforward: "Just proposing a relatively, straightforward lot split here. It's in line with the 1 that we got done last year for the 2 buildings on the end caps." When asked about timing, Button said, "Next week, I think. Yep. Had a pre con. Right." The motion to approve carried on a 5-0 roll call.

Red School of Music sign variance

The commission granted a variance for exterior sign illumination at 4786 Davidson Road, PZ-25-9. Staff noted the city’s sign code had been recently changed to disallow external illumination except halo lighting, and that because the sign had already been fabricated, halo lighting would require replacing the sign. Staff recommended approval, finding the proposed low-profile light bar is consistent with the intent of the sign code and unlikely to be detrimental to nearby properties. Chelsea Melcher, the property owner, told the commission the lighting is necessary because motorists and visitors were missing the driveway in darker months: "people were missing the driveway. And then the lessons that we have, especially in the when daylight savings time happens and it gets dark around 05:00, they were not able to see the sign." The commission approved the variance with the three staff conditions, 5-0.

Hilliard Darby High School weight room — conditional use and site plan

The commission considered PZ-25-10, a two-part request to expand Hilliard Darby High School with an addition for a weight room. Because schools are a conditional use in the city's zoning rules, the expansion required a conditional-use approval and could not be handled by the administrative (Level A) review; staff recommended approval of the conditional-use expansion and found the Level B site plan consistent with S1 zoning standards and harmonious with surrounding properties. Paul Miller of Shore Architects represented the applicant and said he had no additional comments beyond answering questions. The commission voted 5-0 to approve the conditional use (which will be forwarded to City Council) and 5-0 to approve the Level B site plan.
