Council action
Randy Beal, communications director, presented the application and staff recommendation. Council asked whether the system would use rights‑of‑way and whether the installation would be aerial or underground; staff said both methods may be used depending on location. The ordinance was moved, seconded and passed on a 7–0 roll call.
