City accepts public drainage easement for detention pond at former Harley dealership property

The Salina City Commission voted March 24 to accept and record a public drainage easement offered by the Salina Regional Health Education Foundation that covers a stormwater detention basin on Lot 1, Block 1 of the ADR Addition.
Staff explained the easement is connected to a property swap: 1Gas agreed to transfer its operations property at 1001 Edison Place to the Health Education Foundation if the foundation could provide a replacement site. The foundation obtained and rezoned a former Harley‑Davidson dealership property and, after completing engineering and construction of the detention basin, offered a public drainage easement and a maintenance agreement to be recorded with the land. The foundation (as the current owner) will dedicate the easement now; once the property title transfers to 1Gas the maintenance obligation will run with the land.
Staff noted that 1Gas currently occupies the replacement building under a temporary certificate of occupancy and that the drainage easement acceptance is necessary for 1Gas to receive its final certificate of occupancy after closing; staff said the closing is expected after April 15.
The commission voted unanimously to accept the drainage easement and the associated maintenance obligation, and staff will record the easement to run with the land.
