The Salina City Commission on March 24 authorized the mayor to execute a fixed‑fee agreement with Government Professional Solutions (GPS) to provide executive search and hiring services for the city manager position.
Staff told commissioners the commission interviewed a short list of firms on March 12 and directed staff to return with a proposed agreement with GPS. The agreement is a fixed fee of $21,500 and includes the expenses associated with the search; staff said the agreement requires an initial payment of $12,500 payable on execution. The commission amended the blue sheet language so the mayor — not the city manager — will execute the agreement.
Staff reported that GPS has asked to meet individually with commissioners as the first step in developing a search timeline and candidate profile; GPS contact Mr. Lowe (name given in correspondence) asked staff to coordinate dates for one‑on‑one meetings. Commissioners agreed staff (assistant city staff, Holly) should coordinate individual calendar slots; commissioners noted that any joint discussion of scheduling among commissioners should be conducted in public if it is a serial or joint meeting. Staff said individual interviews with the search consultant may be held privately, consistent with the search process.
The commission voted unanimously to authorize the mayor to execute the recruitment services agreement with Government Professional Solutions and to proceed with the next steps to schedule meetings with the consultant.
