Salina parks staff detail field-fee changes, concession shifts and ongoing park projects

Salina Parks and Recreation staff updated the advisory board on new field-fee rules adopted by the City Commission, a change in concession coverage at Bill Burke Park, and multiple park capital projects affected by winter weather.
Staff summarized a City Commission decision that established new adult-team fee multipliers and aligned Bill Burke adult game rates with existing Salina South field rates. Under the previously approved commission item (effective Jan. 1, 2024), a 25% adult-team multiplier applies to base reservation fees for adult or collegiate teams; staff used the example that a $60-per-hour base rate would incur an additional $15 per hour when the adult-team multiplier is applied. Bill Burke game fees were set to match Salina South: $40 per hour for practices and $125 per game; large-roster multipliers may apply when teams field exceptionally large rosters on the playing surface.
Jeff (Staff member) told the board the fee changes were implemented and staff have been applying the updated reservation fees in the system. Board members asked whether game fees covered umpires or concessions; staff said the base rental fees do not include umpires and that lights or other add-ons are charged separately.
Travis (Parks staff) and staff briefed the board on concessions and scheduling. The Salina-Newton Optimist organization has informed the city it will no longer provide concession services at Bill Burke due to declining volunteer capacity. Staff said they will evaluate alternatives for 2025, including issuing a request for proposals for a concessionaire or using food trucks and vendor fees for events. Staff also said the pool’s longstanding concessionaire remains in place and that food-truck hookups were added at some renovated sites to allow event vendors.
Staff reviewed project-status items delayed or affected by weather: regrading work at Mattson Field is scheduled to start as soon as weather permits (staff estimated mobilization and work could begin within weeks once conditions improve); concrete replacement and new sidewalk connections at Bill Burke are planned; restroom remodels at Oakdale and Lakewood parks are underway; two splash pads (Centennial and Hawthorne) will open but a larger Splash Park project has been delayed and likely will not be completed this spring; and the Parker Park dog-park contractor is under contract with work to begin when ground conditions allow.
Staff also said Glenifer Hill Park is no longer designated a park, that park fixtures and the sign were removed, and that the city has a pending plan to offer the parcel for sale; proceeds from a sale were described as a potential funding source for a playground at Indian Rock, though staff said that playground timing is contingent on securing sale proceeds.
Board members asked that staff provide clearer, itemized fee schedules and outreach plans for concession changes; staff said they will share the updated fees and that Recreation Supervisor Amy Wyatt is coordinating concession interest at Magnolia and other sites. No formal board action was taken on these items at the meeting.
